The Political Bureau of the Communist Party of China Central Committee met on Monday to outline major economic tasks for 2026 and to review new regulations designed to guide the Party’s leadership over law-based governance. The meeting was chaired by Xi Jinping, general secretary of the CPC Central Committee, who emphasized the importance of maintaining stability while pushing forward long-term development goals.

The meeting noted that the current year carries special significance for the broader process of advancing Chinese modernization. Officials highlighted that China has applied more proactive and effective macro policies throughout the year, placing the country in a strong position to meet its main economic and social development goals. According to the discussion, China has successfully navigated multiple external and internal challenges over the past five years and has strengthened national capabilities in areas such as economic performance, scientific innovation, technological development, national defense and cultural influence.

Looking ahead to 2026, the meeting stressed the need to continue applying the new development philosophy in a comprehensive and consistent manner. Officials called for faster progress in building a new development pattern and for efforts to advance high quality growth across all key sectors. The meeting reiterated the long standing guiding principle of pursuing progress while ensuring stability, noting that China must balance domestic economic goals with responsibilities and opportunities in the international economic environment.

To support growth next year, the leadership underscored the importance of coordinated macro policies that are forward looking, targeted and closely aligned. Expanding domestic demand, improving supply systems, nurturing new quality productive forces and building a unified national market were identified as core priorities. Officials also emphasized the need to guard against financial and industrial risks, stabilize employment and support business activity. These measures are seen as essential for securing a strong beginning to the 15th Five Year Plan period running from 2026 to 2030.

The meeting reaffirmed that fiscal policy should remain proactive while monetary policy should remain moderately supportive to ensure stable financing conditions. Innovation is expected to play a central role in driving future growth, alongside structural reforms designed to streamline development across regions and between urban and rural areas. Green development also remains a long term commitment, with efforts continuing toward carbon peaking and carbon neutrality goals.

On governance, the meeting stressed that strengthening the leadership of the Party is fundamental to sustainable development. Officials highlighted the significance of new regulations aimed at improving the Party’s guidance over law based governance, noting that this work contributes to building a stronger system of socialist rule of law with Chinese characteristics. The meeting called for greater confidence in following this path and for continued progress toward more effective law based governance in all areas of national activity.
