The beginning of the second phase of the China-Pakistan Economic Corridor marks a significant evolution in the relationship between the two countries. What began as an ambitious infrastructure initiative has now matured into a broader socio-economic development program that aims to reshape Pakistan’s long-term growth trajectory. At the recent Fourth Pakistan-China Think Tank Forum, hosted by the Institute of Strategic Studies Islamabad, experts described this phase as a strategic cornerstone at a time when global politics and regional dynamics are undergoing rapid and unpredictable changes.

Moving beyond infrastructure toward transformation

Professor Cheng Xizhong, Senior Research Fellow at the Charhar Institute in Beijing, explained that the second phase of CPEC is designed to address deeper structural challenges within Pakistan’s economy. While the first phase focused on establishing essential infrastructure such as roads, ports, and energy projects, the new phase centers on industrialization, technological cooperation, agricultural modernization, workforce development, and green transformation.
The emphasis is now on value creation rather than simply laying foundations. Purpose-built industrial zones are expected to elevate Pakistan’s manufacturing capabilities, while extensive vocational training and innovation-driven programs will help build a skilled workforce. These steps align with the China-Pakistan Action Plan 2025 to 2029, which outlines clear timelines and implementation frameworks to guide the next stage of development.

A stabilizing force in a turbulent region

Experts at the forum emphasized that CPEC Phase II carries strategic weight beyond economic benefits. With ongoing regional shifts, persistent uncertainty in the Middle East, and global divisions becoming more pronounced, Pakistan’s connectivity through CPEC offers a stabilizing anchor for South Asia.
Dr Hu Shisheng of the China Institutes of Contemporary International Relations noted that the corridor supports South South cooperation and counters growing protectionist tendencies around the world. By promoting economic integration and shared development, CPEC helps prevent the region from being pulled into geopolitical fragmentation.

Strengthening the all weather partnership

Professor Cheng highlighted that the significance of this phase lies not only in its development goals but also in its role as a key component of China’s global development vision. It dovetails with Pakistan’s national aspirations for economic revival and long term stability. As both countries look toward major milestones, such as the 75th anniversary of diplomatic ties in 2026, CPEC Phase II represents a shared investment in mutual prosperity.
The second phase reinforces the all weather strategic cooperative partnership that has consistently guided China Pakistan relations. The collaboration symbolizes a model of peaceful development rooted in trust and long term planning.

The role of think tanks in shaping the future

Participants at the Islamabad forum underscored the importance of policy research institutions in shaping CPEC’s next stage. Think tanks provide the analytical depth and forward looking ideas needed to ensure sustainable progress. Their input helps guide decision makers on issues ranging from industrial planning to agricultural reform and workforce development.
This intellectual support is especially vital for ensuring that CPEC’s benefits reach every segment of society. Inclusive development remains a core goal, and strong academic and policy dialogue will help maintain transparency, structured progress, and long term continuity.

A shared vision coming to life

CPEC Phase II arrives at a moment when Pakistan faces economic pressures as well as opportunities. With its focus on modern industries, technology, and skilled human capital, the second phase is positioned to support Pakistan’s transition toward a more resilient and competitive economy.
For China, the continued success of CPEC aligns with broader regional connectivity goals and reflects its commitment to international development partnerships. Together, both countries aim to build a community with a shared future, where cooperation is rooted in mutual benefit, stability, and long term vision.
As highlighted throughout the think tank discussions, CPEC Phase II stands as a forward looking chapter in a long standing relationship. It promises not only economic progress but also deeper institutional collaboration, regional stability, and an enduring foundation for shared prosperity.
